review","bibliographic_titleLang":"en"}]}]},"item_1_description_12":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"中国鉄道は巨大国有企業である。2000年から、中国鉄道は上下分離の改革を始めた。「上」とは上部構造のことで、車両等の運行による旅客、貨物の運輸のことを指す。「下」とは下部構造のことで、鉄道の固定的施設(インフラ)を指す。上下分離とは鉄道の下部構造である固定的施設の建設、運営と上部構造である車両の運行による旅客、貨物の運送を分離し、それぞれ別の運営主体に任せるということである。本稿は第一章で、上下分離の改革に辿り着くまでの国有企業改革の中における鉄道改革の道程を紹介した上で、鉄道の現状と問題を指摘し、第二章につなげていく。第二章は上下分離に係わるさまざまな背景から着手し、上下分離という構想の提出、内容評価、限界などを論じる。最後に第三章では、
