The amendment 2011 of Shiga Prefecture's Ordinance for the Regulation of Leisure Activity in Lake Biwa shows us the transformation of environmental governance clearly. The ordinace introduced a brand new measure of environmental protection and raised a number of discussions which were composed of various standpoints of view.
