Since this sale will serve as an income source for the local government, there arises an incentive for electric power investment. However, from the perspective of the whole economy, the local government's income is offset by the increase in the expenses of the electric power company. The cost-benefit analysis for electric power investment by the local government is not necessarily clear when the sale of electricity to an electric power company is taken into consideration.
