地方交付税制度にかわる財源委譲は地域間格差を拡大するのか? : マクロ成長モデルにもとづくシミュレーション分析 チホウ コウフゼイ セイド ニ カワル ザイゲン イジョウ ワ チイキカン カクサ オ カクダイ スル ノカ ? : マクロ セイチョウ モデル ニ モトズク シミュレーション ブンセキ Does fiscal transfer instead of tax grants for local governments expand a regional gap?: a simulation based on macroeconomic growth model 宮﨑, 悟 2106 ミヤザキ, サトル 1000090533373 Miyazaki, Satoru 90533373 349.5 地方交付税 地域間格差 財源委譲 tax grants for local governments regional gap fiscal transfer 最近の日本で、地方分権が大きな話題となっている。本稿では、国が地方交付税制度にかわり地方へ財源を委譲した場合を想定して、財源委譲による経済成長や地域間格差への効果を分析する。主に次の3点の結果が得られた。(1)財源委譲は成長率への効果を与えないが、一国全体の経済規模を拡大させる。(2)財源委譲は地域間格差を拡大させるが、格差の長期的な縮小傾向は変わらない。(3)β収束性およびσ収束性は制度に関係なく存在し、財源委譲により収束速度は下がる。 Decentralization has recently been one of the major topics in Japan. This paper assumes that national government transfers fiscal resources to local governments instead of the traditional tax grant allocations, and analyzes the effects of the fiscal transfer on economic growth and regional gaps. Three main results obtained by the analysis are as follows: (1) The fiscal transfer has no effect on economic growth, but expands on nationwide economic scale. (2) The regional gap is expanded by the fiscal transfer, but diminishes irrespective of this transfer in the long term.
