イギリスから見た日本の「国家総動員」準備 : 一九一八～一九三七 イギリス カラ ミタ ニホン ノ コッカ ソウドウイン ジュンビ : 1918 1937 British intelligence and perception of Japan's industrial mobilization, 1918-1937 イギリスから見た日本の国家総動員準備 : 1918～1937 50512258 DA16765506 森, 靖夫 モリ, ヤスオ Mori, Yasuo open access DA03093518 同志社法學會 The Doshisha Law Association 393.6 国家総動員 産業動員 イギリス General Mobilization Industrial Mobilization 本稿は、イギリスが日本の産業動員準備をどのように見ていたかをイギリス公文書館の文書を用いて明らかにした。イギリスは世界各国が総力戦に向けた産業動員のための組織づくりを始めていることに着目した。なかでも日本は世界の中でも先んじた国として認識していた。とりわけ1927年に成立した資源局を日本のCIDと評価するなど、日本の国家総動員準備を軍国主義の萌芽と見るどころか、本国との類似点に着目していた。もっとも、日本の準備はイギリスの脅威とはならないと判断していたし、それをもって日本が戦争を企図しているとは少なくとも1937年までは考えていなかった。 This paper examines British intelligence and perception of Japan's industrial mobilization from 1918 to 1937 mainly analysing the reports from British military attaché. It shows that British military perceives Japan as an advanced country in industrial mobilization. In other words, it means that they didn't regard Japan's preparation for 'Kokka Sodoin (general mobilization)' as the signs of militarism.
