These characteristics are expressed by the relationship between the courts and the people's congress, the courts and the government, etc. And the judicial independence is partly influenced by the relationship among the interior of courts, such as the relationship between judges and the chief judge, judges and the court adjudication committees. The Supreme People's Court of China issued the "Third Five Year Reform Program for the People's Courts (2009-2013)" in 2009.
