          <datacite:description xml:lang="ja" descriptionType="Abstract">教育改革は我が国の重要なテーマのひとつであり、教員組織の活性化が求められている。教員評価制度はこれを推進するための施策の一つとして捉えられる。本論では、完成した教員評価制度そのものの解説ではなく、制度の構築～導入を進める過程に着目した。これまでのコンサルティング経験を踏まえて、制度構築の各所に影響してくる教員組織固有の問題を論点として、コンセプト及び事例を用いて整理した。本論の構成は、「制度構築の前準備」、「評価方式及び、評価項目、評価基準」、「評価制度の制度部分」、「試算と分析による実用性の検証」に大別してそれぞれ考察している。先行研究によれば私立大学において教員評価制度は約3割程度の導入率となっており、本論で示した内容についても今後更に導入校の増加に併せて発展させていくことが求められる。</datacite:description>
          <datacite:description xml:lang="en" descriptionType="Abstract">As many critics have pointed out, The University Educational Reform is one of the most important issues in Japan. Teaching staff's growth and activation of their organization are required. Introducing personnel appraisals system to evaluate them is regarded as one of the method for promoting this. This thesis is not intended to explain the existing personnel rating system, but to point out what will become the agenda for introducing the system. This report consists of four main subjects, "Preparations arrangements before designing the system", "Methods of appraisals, appraisal items and criteria", "Administrations for the working of the system", "The methods of the feasibility testing". Previous studies indicate that about 30% of private universities in Japan have already introduced on the personnel appraisal system so far. Further development and refinement of the system is required as more universities will try to introduce it.</datacite:description>
