民主主義論と参議院 : 民主主義論からみた参議院改革 ミンシュ シュギロン ト サンギイン : ミンシュ シュギロン カラ ミタ サンギイン カイカク Democratic theory and the House of Councilors : reform of the House of Councilors from the view point of democratic theory Democratic theories and the House of Councilors : reform of the House of Councilors from the viewpoint of democratic theories 30735296 DA18477080 0000-0003-1010-0550 Kinoshita, Ken 木下, 健 キノシタ, ケン open access DA15814934 同志社大学政策学部・総合政策科学研究科政策学会 314.15 参議院 参議院改革 民主主義論 本稿は民主主義論を通し、参議院及び参議院改革が如何に捉えられるか定性的に明らかにしたものである。近代以降の民主主義論を概観し、具体的には競争的民主主義論、参加民主主義論、ポリアーキー型デモクラシー、多数決型・コンセンサス型デモクラシー及び熟議民主主義論の考え方を明らかにしている。その上で、民主主義論と参議院との関係性を捉えている。また参議院改革の歴史を踏まえることで、参議院の位置づけが競争的民主主義とは非整合的であることを確認している。民主主義論及び参議院改革の経緯を概観した結果、今後の参議院改革の方向性を考えるなら、運用レベルの改革というより、抜本的な改革を伴う選挙制度改革であるといえる。改革の方向性としては多様な民意を反映する、衆議院とは異なる選挙制度を模索するものであると考えられるだろう。 This paper reveals how the House of Councilors and the Upper House reform are perceived qualitatively through democratic theories. The democratic theories, after modernization, are surveyed, for the view of the competitive ones. In the same survey pattern, the participatory, polyarchy type, the majority and consensus type, and the deliberative democratic theories are specifically examined. Moreover, the relationship between democratic theories and the House of Councilors is argued. In addition, it has been checked that competitive democracy has un-suitable position in the House of Councilors, based on the Upper House reform history. As a result of surveying, the circumstances of democratic theories and the Upper House reform, if the directivity of the future Upper House reform is considered, can be stated as an electoral reform, accompanied by a radical reform rather than a parliamentary operation level one.
