Consequently, Kawasaki, once dominated by factory workers, now has the highest proportion of technical workers engaged in R&D of any major city in Japan. This case study of Kawasaki demonstrates that it succeeded in changing its industrial structure not only through temporary government subsidies but also through the municipality's own persistent investment of public funds.
