本書は、1999年の中小企業基本法の改定をめぐる議論を発端とし、1990年代から2010年代における「失われた20年」とも言うべき経済停滞下、さらに2010年代以降に生じた震災によるクライシス・リスクや国際化・グローバル化といった企業経営に不可避な環境変化のなかでの日本の中小企業の存立状況および経営実践を受けて、現代に存立する中小企業が持続可能な経営を実践するための中小企業政策のあり方としての新しい公共を提示している。
This book started with the debate over the revision of the Basic Law for Small and Medium-sized Enterprises (SMEs) in 1999, and was based on the existence and management practices of Japanese SMEs during the economic stagnation of the 'lost 20 years' from the 1990s to the 2010s, and the inevitable environmental changesin business management such as the crisis risk caused by the earthquake and internationalization or globalization. The book proposes a SME policy as a new public for SMEs in order for them to practice sustainable management.
