Over the past twenty years, in the context of Japan's demographic decline, local political authorities, with the financial support of the central government, have launched policies to revitalise cities and regions. At a time when the stock of public libraries is in need of renewal, some local authorities have chosen to include the construction of new libraries in their urban planning policies. As an institution of cultural democratization, a place of individual and collective practice, the library offers a credible and relevant response to these policies of revitalization of towns and countryside. While remaining faithful to the traditional model of the library, these new libraries, with a more assertive architectural identity, provide spaces for culture, learning and conviviality designed to strengthen community ties. The new public libraries in Japan are thus moving towards a model inspired by the "third place" library.
